Brighton & Hove 10:10, Brighton Energy Co-operative, the Low Carbon Trust and Brighton Peace and Environment Centre, working with community partners, have successfully completed their Government-funded energy saving projects.

Last December, the four community groups bid for a total of £242,188 from the Government’s Local Energy Assessment Fund (LEAF). All four bids were successful and the organisations have spent the past two months delivering their projects.

Between them the groups have:

Carried out 175 energy home energy surveys, 150 of which were completed by the Green Building Partnership

Carried out energy surveys on Hollingdean and Hanover community centres (with energy efficiency measures to be installed in April)

Worked with Hanover Action for Sustainable Living, Hanover 10:10 and the Hollingdean Development Trust to hand out more than 200 energy saving packs containing simple to install energy efficiency measures such as energy meters and draught-proofing kits

Created a home energy self-assessment survey for use by anyone in the city

Published guidance on how to cut bills and make your home more energy efficient, where to go to find grants to do so and advice for tenants and landlords

Relaunched the Green Pages — a directory, listing green products and services in the city

Raised awareness of how to stop wasting energy in the home and cut energy bills

Written retrofit planning guidance, which will help homeowners assess what energy efficiency technologies work for them and what planning permission they may require

Written a Planning Advice Note (PAN) on external wall insulation for use by planners, developers, architects and facility managers.

Created a computerised graphic of a typical Hanover street clad in external wall insulation

Researched the viability of a buyer’s club, which would allow residents to bulk purchase energy efficiency measures and thus qualify for a discount

The work was praised by leader of the council, Bill Randall, who said: “It’s been fantastic example of positive, collaborative working with the central aim of improving the homes of Brighton and Hove residents, and raising awareness throughout the city. This is so helpful in supporting people who want to stop wasting energy and money. The fact that the community groups won four separate awards of LEAF funding demonstrates the credibility of the groups and the city in general.”

Tom Chute, project manager of Brighton & Hove 10:10, said: “We set out with an ambitious LEAF project and are delighted that we have achieved our aims, and helped Brighton and Hove residents make their homes warmer to live in and cut their energy bills. We are now looking for new funds to continue this valuable work.”

Myrtle Cooper, project coordinator at BPEC, said: “The project has built on BPEC’s 30 years of work in behaviour change and information sharing for Brighton & Hove residents. It’s been a fantastic opportunity to push forward energy efficiency by supporting tenants and homeowners to cut their energy bills, and to enable us to promote green and ethical business in the city through our Green Pages directory.”

Mischa Hewitt, project manager at Low Carbon Trust, said: “The project has enabled us to survey a number of older houses in the city, with the view of how to bring nineteenth century housing fit for purpose in the 21st century. The housing in Brighton and Hove is some of the oldest, coldest stock we have in the country, and the Green Deal and Energy Company Obligation maybe a great opportunity to make it better.”

Will Cottrell, director of BEC, said: “The alliances and collaborative working that have been formed through having to deliver energy efficiency solutions in a very short timescale have shown the great willing and capability in Brighton and Hove. We look forward to achieving further stretching targets with the next set of low carbon projects.”

The groups will now be seeking further funds to continue their work.

An innovative project has been completed in Brighton and Hove, which shows residents what their street would look like if all the homes along it had insulation fitted to the outside of the buildings.

Brighton-based environmental consultancy Phlorum, together with architects BBM Sustainable Design from Lewes, were commissioned by Brighton & Hove 10:10 and Hanover Action for Sustainable Living (HASL) to carry out a feasibility study to see how a typical Brighton and Hove street in the Hanover area would look if the buildings were clad in insulation and new render.

BBM has produced a detailed image showing what the street would look like with and without the insulation in place. As part of the project, BBM Sustainable Design is designing external insulation that will include appropriate design details around areas such as windows, doors and eaves.

Although external insulation is the most effective method of improving the energy efficiency of homes and therefore cutting residents’ energy bills, there is often concern from planners and householders about the visual impact on the street.

The Hanover neighbourhood is characterised by dense Victorian housing with typically small houses in long terraces. This type of housing is found all over the UK and Phlorum intends to use the final report to stimulate national discussion on external insulation, inform planning policy and help develop whole-street home energy efficiency improvement programmes.

The initiative is part of Brighton & Hove 10:10’s project funded by the Local Energy Assessment Fund, which has helped residents in Hanover and Hollingdean cut energy bills and improve their homes.

Duncan Baker-Brown from BBM Sustainable Design said:

“This is a very exciting project. The only way we can meet Government targets of an 80% reduction in carbon dioxide emissions by 2050 is by changing our current housing stock from ‘gas guzzlers’ to ‘lean machines’. So we have to consider how to do this on a huge scale; one street at a time is e very good start.”

Jackie Strube, sustainability consultant at Phlorum, said:

“We hope to demonstrate the energy saving benefits of external insulation and show how it can be added in a sympathetic way that respects the existing building fabric and features.”

Paul Norman from HASL said:

“We are delighted that Phlorum will be working within our community and that it could lead to national action and discussion. We are looking forward to seeing how one of our streets “wrapped up” will look.”

Press Release 13-03-2012

Hollingdean and Hanover residents were given home energy saving kits and taught how to fit them at two workshops, one at the Hanover and Hollingdean community centres, last Saturday (10 March).

Check out all the photos from the day here.

On arrival, people received free home energy saving packs (worth more than £100) that included energy meters to measure electricity use, radiator boosters and reflectors, and letterbox, door and window draught-proofing kits. Although relatively cheap, the draft proofing measures alone could save around £55 per year on bills. If every household in the UK installed these simple measures we’d collectively save £190 million or enough energy to heat 400,000 homes (source: the Energy Saving Trust). The packs could save the homes £255 to £530 on bills (source: manufacturers websites).

Householders watched builders from The Green Building Partnership fit the energy saving measures to doors, windows and radiators, had a go at fitting them themselves and asked the experts further questions on how to do it.
The energy saving events were funded by the Government’s Local Energy Assessment Fund (LEAF) — a grant that Brighton and Hove 10:10, working with Hanover Action for Sustainable Living (HASL) and Hollingdean Development Trust successfully bid for in January.

Tom Chute, Brighton & Hove’s project manager said: “We are really pleased we could give out these home energy-saving kits and show people how to fit them. The day was a great success, so we will now be looking for funds to deliver further energy saving benefits to other areas of Brighton and Hove.”

Paul Norman from HASL said: “What a fun-packed day. Not only have people been given the means to install simple energy efficiency measures in their own homes, we know what we can do to improve the Hanover Community Centre, too. Everyone’s a winner!”

Elizabeth Lee from the Hollingdean Community Centre said: “There is a real interest among the community of how they can make their houses warmer and cut energy bills, but often people don’t know how to go about it. Now they can go home and start improving their homes right away.”

Press Release 16-02-12

Brighton & Hove homeowners can now take the first steps to reducing their energy bills, after four local organisations won Government funding to carry out nearly 200 free home energy efficiency assessments in the city.

Brighton & Hove 1010, Brighton Energy Co-operative, the Low Carbon Trust and Brighton Peace and Environment Centre, working with community partners, successfully bid for a total of £242,188 from the Government’s Local Energy Assessment Fund (LEAF).

The grant will be used to carry out free, energy efficiency surveys in 175 homes in Hanover, Hollingdean and Portslade, and in community centres across the city.

Homeowners will then receive a report advising them on which energy efficiency measures would be suitable for their homes, such as insulation, new boilers and heating controls, how much they will cost to install and by how much they could reduce energy bills.

The Green Building Partnership, a newly formed cooperative of local contractors and suppliers that specialises in eco refurbishments, will deliver the reports and surveys.

Up to 400 homeowners will also receive free energy efficiency packs that will include energy meters, draft-proofing and radiator boosters to help them get started on making their home warmer and more comfortable to live in.

Funds will also be used to work out how to improve hard-to-treat homes; promote energy efficiency in homes across the city; develop tools and information to help residents, landlords and tenants carry out their own basic energy efficiency assessments; and set up a community energy buying club to help residents source cheaper energy efficiency technologies by buying in bulk.

Cabinet Member for Environment and Sustainability Cllr Pete West said: “We’re very pleased to see the LEAF funding being awarded to support these local groups. We recognise all the hard work they have been doing in the city to promote energy efficiency and carbon reduction, and this funding provides a great opportunity to work together and make a real difference for our residents.”

Tom Chute, project manager for Brighton & Hove 1010, said: “This is fantastic news for Brighton & Hove residents. With energy bills increasing every year, it’s vital that we help residents stop wasting energy and make their homes warmer and more comfortable to live in. LEAF helps us start this process.”

Brighton Energy Co-operative’s chair, Will Cottrell said: “We’re delighted to gain the LEAF funding, it’s a great chance for Brighton and Hove to take a lead nationally in improving the energy efficiency of our homes.”

Mischa Hewitt, Low Carbon Trust’s project manager, said: “The project will make a real difference to the city by making 19th century housing fit for purpose in the 21st century. The housing in Brighton and Hove is some of the oldest and coldest in the country, and this is a great opportunity to improve it.”

Chair of BPEC Trustees Charlotte Smith said: “BPEC is well placed to build on our 30 years as a signposting organisation and information resource for Brighton and Hove residents. This grant will enable us to empower residents to take action in their own homes whether owned or rented, and enable us to promote community groups and green business within the city through our Green Pages directory.”

Asking the question “How do you raise interest in a more sustainable lifestyle, that drives down carbon?” soon means you have to focus on…. how? What are the priorities? What are the problems in practice? With these issues in mind our Hanover10:10 Group is developing a project with our well-used Hanover Community Centre building.

This aging Victorian ex-school currently has no insulation, and is buckling under the weight of rising energy prices. The make-up of the building is like many of the local hard-to-insulate houses situated in the centre of a diverse population with a high proportion of let-to students private housing. Sounds like a great opportunity for a community-focussed, educational, and practically useful project to insulate, make adaptations, consider energy generation – and to do so that involves the community, local householders, local students and the local environment community group!

As part of a core Project Team I will be working to realise this partnership as part of a team spotting those local resident experts that can help, create opportunities for volunteers to work and see what can be done, and for the University of Brighton’s students to work up parts of the project, while gaining practical real-world experience they can embed into their studies.

Over the year the Hanover Centre Carbon RACE will seek to demonstrate the power of community, to act locally, but also to highlight the potential to cascade the experience throughout our community into local homes and beyond.
